Is this cat dehydrated? And how high is the owner's water bill?

I used to have a cat that would jump up onto the bathroom counter and curl up in the sink to sleep. But he didn't want water in it. This video made me laugh and laugh. I have seen lots of crazy things with pets but this one takes the cake.
